SMART is administering federal transportation funds for the Job Access and Reverse Commute (JARC) and New Freedom grant programs in the suburban portion of the Detroit urbanized area.  Approximately $2 million is available for JARC and $1.9 million is available for New Freedom over a three year period.  Eligible applicants are state or local government authorities, non-profit organizations, and operators of public transportation services.

SMART’s funding priorities for the JARC and New Freedom programs are:

  • Vehicle purchase to support transportation services designed to transport job seekers and eligible low-income individuals to and from jobs and job-related activities, and for public transportation projects designed to transport residents of urbanized areas and non-urbanized areas to suburban employment opportunities (JARC capital funding).
  • Transportation services designed to transport job seekers and eligible low-income individuals to and from jobs and job-related activities, and for public transportation projects designed to transport residents of urbanized areas and non-urbanized areas to suburban employment opportunities (JARC operating funding).
  • New or expanded demand-response or specialized transportation service for persons with disabilities.  This service must not have been operational prior to August 10, 2005 (New Freedom operating funding).

·         Vehicle purchase to support new or expanded demand-response or specialized transportation service for persons with disabilities.  This service must not have been operational prior to August 10, 2005 (New Freedom capital funding).

These priorities were derived through a coordinated human services transportation planning process, as documented in the Coordinated Human Services Transportation Plan.
