Welcome to the SMART Business web page. This site was developed to facilitate the flow of information to SMART’s internal and external customers and to assist our customers with the process of supplying needed goods and services.
In order to do business with SMART, all vendors are required to register with SMART. (See ‘How to become a vendor’ for more information on this process.) On this site you will find general procurement policies and procedures, business opportunities contact information, and links to more valuable information.
The Purchasing Department is located at SMART’s Administrative offices in downtown Detroit at 660 Woodward Ave., on the ninth floor. Procurement personnel can also be located at most SMART facilities. Office hours are generally from 8:30 a.m. to 5:00 p.m.

As part of SMART’s Administrative Services Office, the Procurement Department administers the purchasing process for SMART. The Procurement Department, as delegated by the General Manager, provides the means of obtaining needed goods and services based on quantity, quality, service, delivery and competitive market pricing.
SMART’s Procurement Department responsibility is to provide professional purchasing services in the selection, acquisition and utilization of goods and services in an efficient, cost effective and ethical manner. In addition, a major responsibility of the Procurement Department is to administer policies and procedures to ensure compliance with Federal regulations, State law and Board policy.
The Procurement Department’s goals are: to assist SMART departments in procuring quality supplies and services in the most economic and convenient way possible and to optimize the opportunities to partner with the business community in establishing mutually beneficial business relationships. Procurement Department personnel are available to help familiarize all of our customers with the policies and procedures for procuring goods, as well as the various buying options that are available.
