General Summary:

Under general direction of the General Manager, the Director of Finance is responsible for the following functional areas:  general fund and capital fund accounting and reporting; budgets, long term projections and variance analysis; cash management and treasury; external/internal auditing; procurement; project control of funding and grants.

Duties and Responsibilities:

  • Manages the preparation of various monthly, quarterly and annual financial statements/reports while assuring compliance with federal and state financial guidelines.
  • Maintains automated financial systems in the areas of fixed assets, payroll, accounts payable, accounts receivable, procurement, project control and ticket sales.
  • Develops, presents and implements Authority budgetary and accounting policies, procedures and regulations as established by the General Manager and the Board of Directors in accordance with state law.
  • Supervises the maintenance of financial account books detailing the assets, liabilities, revenues, expenditures and equity for all Authority funds in accordance with Generally Accepted Accounting Principals.
  • Oversees the negotiation and administration of contracts covering acquisition and disposal of all Authority property including, but not limited to, land, facilities, vehicles, fuel, vehicle repair parts and supplies.
  • Directs the review and analysis and reports on legislation and related documents from the state and federal governments which impact the Authority’s fiscal procedures and operations.
  • Cooperates with other divisions in the planning, development and conducting of capital grant projects and management improvement studies to determine program and management effectiveness.
  • Directs the implementation of the budgetary aspects of the Authority Capital Improvement Program.
  • Tracks and reports to management the current financial status of all capital grant projects and unfunded projects.
  • Directs the preparation of the Authority’s comprehensive annual financial report, single audit and federal NTD reports.
  • Participates in labor negotiations and provides financial support for various proposals.
  • Identifies all overruns and recommends budget amendments to cover same.
  • Manages the development/administration of the Authority’s annual operating/capital budgets and recommends adoption by the Board of Directors.
  • Prepares long-term forecasts of the Authority’s operation/capital needs; develops short/long range financial strategic plans.
  • Produces monthly budget vs. actual performance reports and disseminates same to department managers and directors.
  • Manages the receipt, deposit, disbursement and investment of annual revenue and structures short and long-term debt instruments as necessary.
  • Directs the internal/external auditing function of the Authority.
  • Performs other duties as required.

 

Knowledge, Skills and Abilities:

  • Bachelor’s degree in Accounting.  A Master’s Degree and/or CPA is preferred.
  • Eight or more years of progressively responsible administrative and management experience in accounting, preferably in public transportation.
  • Working knowledge of manual and automated accounting systems
  • Minimum of 3 years supervisory experience
  • An equivalent combination of education and experience may be substituted for minimum requirements.
  • Effective written and verbal communication skills.
  • Problem solving and analytical skills.
